Board Meetings

Q: How do I find out when the next Board meeting takes place?

A: Board meeting dates and times are typically posted in the News and Events section of TownSq. If you have registered your email address, meeting details will also be sent by email in advance of the meeting.

Katy Oaks (Houston) HOA Board meetings are typically held in April, June, and September, with the Annual Members Meeting usually scheduled for November.

The Katy Oaks (Houston) HOA Annual Meeting is typically held in November and is noticed by USPS mail and email. Meeting information can also be found in the News and Events section of TownSq in advance of the meeting.

Q: Where can I find copies of the most recent meeting minutes?

A: Meeting minutes are posted in the Documents section of TownSq.

Account and Assessment Information

Q: Where can I find my account number?

A: You can find your account number on your billing statement or by logging into your TownSq account. If you cannot locate your account number, please contact Customer Service at 855-289-6007.

Q: When is my assessment due?

A: Assessments are due annually on January 1. If payment is not received by January 31, interest on the unpaid assessment balance at a rate of 10% per year will be charged from the date assessments became delinquent. This charge will continue to accrue monthly until the balance is paid in full.

Q: Are there any fees associated with online payments?

A: Yes. When making credit card payments online, there is a $1.50 convenience fee plus 3.5% of the total payment amount. When making a payment by e-check, there is a $1.50 convenience fee.

Q: Why does my account show a negative number?

A: A negative number means that you have a credit balance.

Q: I received a letter about a past due assessment. Who can I talk to about these fees?

Q: What is my assessment paying for?

A: Your community assessment pays for the operating expenses of the association. This may include common area expenses, utilities, landscaping, amenity maintenance, insurance, and other association expenses.

A: You can view your account balance by logging into TownSq.

TownSq offers both ACH and debit/credit card payment options.

Option 3: Bank Bill Pay Service

If you use a bill payment service that automatically makes payments for you, please update the payee name and payment address to the mailing address listed above. Please include your account number and association code HKOAK in the memo section of your check.

Q: How do I change my email preferences for TownSq notifications?

A: Once you have logged into TownSq, you can edit your notification preferences by editing your profile. Click your name in the top right corner of the TownSq page, then select “Edit Profile.”

Architectural Review

Q: What types of exterior modifications can I make to my home without requiring approval from the association?

A: All exterior modifications or improvements should be approved through the community association’s architectural control process unless specifically exempt.

Committee approval is not required for:

"Committee approval is not required for: (i) any improvements constructed, erected, altered, added onto or repaired by the Declarant; (ii) any improvements to the interior of a Home, except as otherwise provided herein; (iii) painting or bricking of the exterior of the Home in accordance with the same color or design as originally constructed by Declarant or in accordance with the approved color and design scheme approved by the Committee; (iv) improvements for which the Declaration expressly states that the Committee’s prior approval is not required; or (v) repair or replacement of worn out or damaged improvements if such repair or replacement is with substantially similar materials. Any improvement pursuant to clauses (iii) and (v) immediately preceding must be in compliance with any applicable Design Guidelines."

Please note that unauthorized changes, such as installing unapproved fencing, including different wood types, stain colors, or designs, are a common issue and can result in costly corrections to bring the property back into compliance.

Do not rely on guidance from contractors, realtors, word-of-mouth or previous modifications as confirmation that a change is acceptable. Homeowners remain responsible for compliance with the community guidelines.

Q: Where do I find my community’s architectural modification request form?

A: The architectural modification request form (digital) can be found under the Architectural Review section of TownSq.

Q: What is the process for submitting the application? How long does it take to get approval?

A: Once the application is submitted, it will be reviewed by the Architectural Review Committee. This committee is tasked by the Board of Directors to review each submission and determine whether the request complies with the association’s architectural guidelines.

A response from the committee may take up to 30 days from the date of submission. Please provide as much information as possible with your application to avoid delays.

Q: Can my architectural review application be expedited?

A: Yes. For an expedited fee of $45, applications can be reviewed within 10 days instead of the standard 30-day timeframe. This option is available in the Architectural Review section of TownSq.

Q: What is the status of my application?

A: If you have not heard from the Architectural Review Committee within 30 days from the date of submission, please submit a request through TownSq or email the Community Manager.

Q: I just received a violation notice. Who can I talk to about it?

Q: I need to report an issue with a neighbor’s home. What should I do?

Q: When does the compliance driver come through our community?

A: The schedule may vary, but compliance drivers typically visit the community on a bi-weekly basis. Spot inspections are also completed.

Rules and Regulations

Q: What is the community’s rental/leasing policy?

A: No dwelling unit may be rented or leased for less than 30 days without the express written consent of the Association. Short-term rentals such as Airbnb, VRBO, HomeAway, and similar services are strictly prohibited in the governing documents.

Q: What is the community’s pet policy?

A: Only dogs, cats, or other qualified animals may be kept as household pets. No animals, livestock, or poultry of any kind may be raised, bred, or kept on the property for commercial purposes or for food.

The policy restricts the quartering of cows, horses, bees, hogs, sheep, goats, guinea fowls, ducks, chickens, turkeys, skunks, reptiles, exotic animals, or any other animals that may interfere with the peace, quiet, health, and safety of the community.

Pet Limit: No more than four pets are permitted on each lot.

Q: What is the community’s parking policy?

A: Only operable vehicles with a valid license plate and current registration sticker are allowed.

No passenger vehicle or pick-up truck may be parked on an unpaved portion of a lot.

Vehicles owned or used by residents or their guests may not be parked overnight on the street or on any uncovered portion of the driveway for more than 48 consecutive hours.

No inoperable vehicle may be parked or stored on a lot if visible from the street or neighboring lots, or on the street.

A vehicle is considered inoperable if it lacks current permits and licenses, is on a jack, has deflated tires, is covered by a tarp, or cannot be legally operated on a public street.

No boat, marine craft, hovercraft, aircraft, recreational vehicle, pick-up camper, travel trailer, motor home, camper body, or similar vehicle or equipment may be parked for storage in the driveway or front yard of any dwelling or on any public street.

These vehicles must be properly concealed from public view if parked in the side or rear yard.
